Application form

Please ensure you read the Creating Safer Places Guidelines and supporting documents prior to starting an application.

Creating Safer Places (CSP) allows Victorian councils to apply for grants of between $50,000 and $250,000 (GST exclusive) over 2 years to undertake urban design projects that apply an inclusive environmental design approach to deter crime, increase safety and activate public places.

Projects must commence as soon as possible after funding is confirmed and be completed within 2 years of awarding of the grant.

Crime prevention approaches are most effective when government partners with communities to understand and address issues that make some communities more vulnerable to crime and victimisation.

Through Creating Safer Places, the government aims to:

  • support local government to deliver crime prevention and community safety solutions in local areas
  • promote the development and delivery of collaborative, partnership approaches to crime prevention
  • build community capability to improve safety and work together.

Completing the application form

Note: Only Victorian councils are eligible to submit an application through Creating Safer Places.

A council may submit more than one application if seeking funding for multiple initiatives.

A council may develop an application and deliver an initiative in partnership with community organisations, local businesses, Victoria Police and other relevant stakeholders. Council must remain the lead applicant and will be responsible for entering into the funding agreement and managing delivery of the funded project

1. It is highly recommended that you click Save Progress every 10 to 15 minutes. For security reasons you will be logged out of your application after 30 minutes if you have not saved your application or navigated between pages. If you are logged out of the system, you will lose any changes you made that have not been saved. To avoid this, click Save Progress periodically if you are spending a long time working on one page of the form.

2. Review your application before submitting. Once an application is submitted you cannot change it.

3. Submit your application well before 4:00pm on Monday 26 October 2026. The system will not accept applications (even those that have been started) after this time and late applications will not be accepted.

Privacy collection statement

The Department of Justice and Community Safety (the department or DJCS) will use information collected from grant applicants to process the application. The department may give your application to external experts, committees or other government departments for assessment, advice or comment, or to discuss alternative or collaborative funding opportunities.
 
The names and contact details of successful applicant organisations, and the name and position of the applicant organisation’s contact person, will be provided to the Office of the Minister for Crime Prevention, other areas of the department, external stakeholders and media organisations for the purpose of promoting and reporting on the organisation's project. Information about successful applicants will also be distributed via press releases, the department's website and other departmental publications.
